FYI --The Institute of Transportation Engineers most recent electronic newsletter includes the short blurb below---On March 3, 2008, Senators Tom Harkin (D-IA) and Tom Carper (D-DE) introduced S. 2686, the “Complete Streets Act of 2008.” The bill is drafted to promote the design of safer streets for all users. Within two years of enactment, the bill requires states and metropolitan planning areas to adopt an explicit statement of policy that the “safety and convenience of all users shall be accommodated” and outlines the scenarios of its application. It instructs the U.S. Access Board to issue final standards for accessibility of new construction and alterations of pedestrian facilities in the public right of way. It also instructs the Federal Highway Administration (FHWA) to conduct complete streets research to support states and metropolitan planning organizations in developing, adopting and implementing plans, projects, procedures, policies and training to comply with the statement of policy. In addition, research is to be conducted to establish benchmarks, practical guidance and a best practices report. FHWA is also to support data collection efforts for the development of a survey tool.
