Hi Jonathan and friends,

Well, our team here is thinking along the direction of doing a tiered
two phase assessment, one regional and one local, following these
steps:

1) an inventory assessment of all existing govt and intergovt
programs/coalition lists in the community at a regional level for the
tri-county area, that relate to EH issues in general. This area is
already covered by many ongoing EH initiatives.

2) invite representatives of these various groups to a set of 3 sharing
and connecting facilitated meetings, to share their assets, describe the
community they serve and 3 main EH issues they'd like to see discussed
at the grassroot level in the coming year.

3) Form from this larger regional group, a local level CEHA Team in one
community/area in each of the three counties.

4) Then from their we'd have 3 simultaneous processes from Tasks 4 and
on in each of the counties that would report at the end to the entire
regional group on a semi-annual basis on the special shorter term. 

The inclination in our health department administation level is to have
this PACE EH be addressed at a regional level with the other 2 hlth
depts in the region, as a special group under the Power of We Consortium
and could branch off from there into focused geographic areas or issue.
That's why I thought this methodology would be the best way to keep a
regional perspective in mind while balancing that with a more localized
approach.

Timeline:

Right now we're in tasks 1-3 of PACE EH and we'll take a couple more
months Sept and October 06, to finish assembling the CEHA Team at the
regional level, select the local level members, and identify three
issues for each county to run an assessment at the local level; then
local level teams will start meeting an introduction meeting in November
to define the geographic area they'd want to focus on in their county,
and then starting in January go through Tasks 4 and on with an
experienced trained facilitator. We'll also be applying for EPA CARE
initial phase grant in February 07.
From there on, the PACE EH process would be ongoing targeting various
issues and geographic areas at different times.

Janine,

I decided long ago never to doubt Jill, and have never regretted it. 

I agree with her assessment.  Starting small will help to ensure a
relatively quick and "doable" PACE process the first time around.  As
the cycle matures you can more easily incorporate additional
communities/populations.

Please don't hesitate to ask if there is anything NACCHO can do to
help
you get your PACE work underway.

About the process - well, it is like this...you can do it either way.
It
just depends on how big of a project you would like to take on. What
you
will find is that the larger your area, the more concerns that will
come
to the table. Considering the size of Lansing, it may be best on a
first
try to pick a smaller region of the County. Our PACE was County wide,
but we only have 170,000 in the entire County....makes things a little
more manageable.
Another thought - if you concentrate on the urban core (urban
neighborhoods) you may be able to address "social justice" issues,
which
may in turn help you in getting grants down the line to address your
action steps. Just a thought!

Hi John Jill,

Would you think it would be better as a starting PACE EH project to
focus on a particular area/ a group of few neighborhoods in Lansing
and
do a thorough assessment of it or would you think PACE EH would be a
better process if we focus on a city wide approach where several
neighborhoods are involved? From the experience of others so far, what
would be your recommended approach to that?

We're starting to gather lists for recruiting members to the CEHA
group.
But this question is on my mind as it can help define our scope of
recruiting.
